Jehan Frollo du Moulin
Have you noticed how Jehan just so happens to turn up in all of the important scenes? He's not exactly integral to the plot, but his presence allows Hugo to give us some handy exposition. For instance, Jehan is conveniently eavesdropping on Frollo while he soliloquizes about his obsession with Esmeralda and writes ANÁΓKH on the wall.
Jehan's also the one who inadvertently leads Frollo to follow Phœbus to his date with Esmeralda. Whoops. Well, essentially, he's always in the right place at the right time to provide snarky comments... until he's at the wrong place at the wrong time and exits the novel.
