We know. Saleem would be screaming at us that Shiva is the real antagonist here. But he's not. We hardly ever even see Shiva. If it wasn't for Saleem's obsession with him, he'd be a minor character. The thing that really keeps tripping Saleem up is history. He's tied to it and can't escape. It's time's fault that Saleem dies after all, not Shiva's. So give him a break.
