Context
This line is spoken by King Mongkut of Siam (played by Yul Brynner) in the movie The King and I, directed by Walter Yang (1956).
Based on the Rogers and Hammerstein musical of the same name, this movie gives us the story of a Welsh widow, Anna, who travels to Siam to be the governess for the King's many children. Famously played by Yul Brynner, the King is arrogant, super-chauvinist, and constantly clashes with the strong-willed Anna. The quote is one of the King's catchphrases—along with "Ha!" (Okay, so maybe he was better at being a king than he was at generating catchphrases.)

Where you've heard it
The line got spoofed on several episodes of Mystery Science Theater 3000, including this one, this one, and this one. It also got a reference on an episode of Psych. And let us not forget the Family Guy, where Peter creates a SciFi version for the stage called The King is Dead.
