Ex-patriots, or ex-pats, are people living outside their home countries. Think: Hemingway in Paris, Lenin in Vienna, or Stravinsky in Hollywood.
International bonds are the ex-pats of the financial world. They are debt securities being sold outside their issuer’s home country. The bonds might be sold by a foreign government or a large company headquartered in a different country.
So if the U.S. sold bonds on the Japanese market, that would be an international bond. The goal is to widen the investor base by bringing in some foreign capital.
